Joseph Robert "Bob" Booker was a prominent Little Rock civil rights attorney. According to an article that appeared in a 1983 Arkansas Democrat, "He taught at Philander Smith College and sued to secure equal pay for white and black teachers in the Little Rock School District. He also was involved in legal action taken against a 1959 state act requiring teachers to list the organizations to which they belonged."

Booker Junior High was opened in 1963. In 1982, Booker Junior High became an elementary school and was renamed Booker Arts Magnet.
